Belarus’ trade unions outline current trends in labor market, salaries

Belarus’ real salaries grew by 7.5% year-on-year in January-June 2026, the press service of the Federation of Trade Unions of Belarus told BelTA.



The Federation of Trade Unions of Belarus reviewed the implementation progress of the general agreement between the government, trade union associations, and employers for 2025–2027. The document defines the obligations of the social partnership regarding employment, salaries, social protection, and the provision of socioeconomic guarantees for employees.

H1 2026 saw positive trends in key performance indicators. In particular, real disposable money incomes of the population increased by 8% compared to January—June 2025. This indicator was twice as high as the target set for the first half of the year.

Salaries also continued to grow in organizations where pay levels were previously relatively low. Compared to the beginning of the year, the number of organizations where wages are below 150% of the minimum wage has decreased nearly threefold. Positive trends were also recorded in the public sector. In June, the ratio of the average wage of public sector employees to the national average exceeded 81%.

The situation in the labor market has shown improvement, with the unemployment rate among the working-age population hitting a record low of 2.2%. Concurrently, lost working time decreased compared to the same period in 2025, while the number of workers in involuntary part-time employment fell by 5.9%.

Trade unions pay particular attention to the timely payment of salaries. Constant monitoring is maintained to ensure employers respect the agreed payment deadlines for their workers.

However, in January-July 2026, trade unions identified about 220 cases of employers failing to pay wages and other payments owed to workers on time. Most of these violations were concentrated in the agricultural and construction industries.

In every uncovered case, trade unions take immediate action to resolve the violations quickly and ensure that workers are paid on time.
