According to him, monitoring of the situation is carried out constantly and virtually in real time. «Here I would even go further and say that these are probably not inspections as such, but rather the processing of information about negative aspects, shortcomings, and violations that we receive. Based on the analysis of this information, a decision is made on whether we need to launch a full-scale inspection or whether it is sufficient to make recommendations,» the expert explained.
He emphasized that auditors strive to act as efficiently as possible, without distracting the road organizations from their main work. If an identified shortcoming does not constitute an administrative offense, the situation is often resolved through dialogue with the head of the organization, who promptly takes measures to eliminate this shortcoming.
Oleg Kundelev cited statistics for the first half of 2026: the committee’s bodies examined the activities of 13 road organizations, but full-scale inspections were conducted in only six cases. «We understand that an inspection is about recording a violation, identifying those responsible, and, as a rule, administrative liability. But often we identify not only violations, but also reserves for cost reduction,» he noted.
As an example of working with reserves, the speaker described a situation involving the analysis of design and estimate documentation prior to the start of work. Sometimes it is possible to identify excessive requirements or items that can be omitted without compromising quality. In such cases, recommendations are made, potential reserves are utilized, and shortcomings are eliminated without penalties or complex inspection procedures.
In addition, a number of systemic issues are brought up for discussion at the committee’s board meetings. For instance, this year, the results of inspections of road organizations were discussed at meetings of the regional administrations in Minsk Oblast and Mogilev Oblast. Together with local authorities and representatives of road services, they drew up comprehensive solutions to address the identified problems and shortcomings.
