Benefits, loans, regions: how Belarus helps citizens solve their housing problem

Options for supporting citizens in improving their housing conditions were discussed on the STV TV channel, BelTA has learned.




It is possible to acquire square meters more quickly in small towns and rural areas. There, plots for housing construction are developed promptly, including for individual residential houses. In other settlements, measures are taken to direct families within a year of their registration as needing improved housing conditions. However, some remain on the waiting list because they refuse the options offered to them. Some may be dissatisfied with the district, the layout of the apartment or the cost of the housing. Others are waiting to receive a land plot for building an individual house. This does not happen as quickly as in rural settlements, district centers and small towns.

Overall, the queue of those needing improved housing conditions is shrinking in Belarus. Thus, in 2023, 569,000 families were registered in the country, of which 36,500 were large families. As of 1 January 2026, there were 561,500, of which 33,500 were large families.

«There is a unique system of support for citizens in improving their housing conditions. This concerns above all large families. They have the right to receive preferential loans or one-time subsidies for the construction, reconstruction or purchase of residential premises. Preferential loans are provided to large families out of turn for a period of up to 40 years at 1% per annum. For comparison: for other categories it is 20 years and, as a rule, 5% per annum. In addition, the preferential loan is provided in an amount constituting 100% of the standardized amount of state support. For other categories of citizens, it is 90% of that standard,» said consultant at the Main Directorate for Construction and Housing Policy of the Architecture and Construction Ministry Larisa Soroko.

Large families also have the right to financial support to repay debt on loans received. «In addition, families with children who are recipients of the childcare benefit for a child under three have the right to a deferral of loan debt repayment. Large families also have the right to receive family capital and to use it early to improve their housing conditions and repay debt on loans/borrowings received,» Larisa Soroko clarified.
