The document summarizes results of the organization’s work, defines tasks for expanding mutually beneficial cooperation, counteracting modern challenges and threats, and adapting the CIS to new realities for the sake of ensuring peace, good neighborliness, and progress in the Commonwealth space. Special attention is paid to the development of trade, transport, information and communication technologies, legal norms, science, education, culture, and youth exchanges. The significance of historical memory is also emphasized, and the intention to continue cooperation on the basis of the principles of sovereignty, equality, and mutual respect is expressed.
«The historical choice of our countries in favor of pooling efforts and potentials has fully justified itself. Over the past decades, while international processes became more complicated, new regional and global centers of influence took shape, and the effectiveness of many global multilateral mechanisms and instruments declined, the strengthening of the role of regional associations has become a global trend. In these conditions the Commonwealth has proven its relevance and prospects as a flexible and well-tuned mechanism of multilateral interaction,» the statement reads. «We believe that further strengthening of political, economic, technological, and cultural and humanitarian ties within the framework of the Commonwealth of Independent States will contribute to the formation of conditions for improving the competitive ability and successful social and economic development of our states.»
The statement made by the heads of state also mentions the intention to build up industrial cooperation ties and to facilitate an increase in the effectiveness of joint efforts in science, technology, and innovation. The need to improve the level of economic security in order to minimize the consequences of external shocks is also stated.
«Humanitarian cooperation as an effective means of strengthening trust, mutual understanding, and friendship between the CIS member states remains a priority for the Commonwealth. The Russian language as the language of interethnic and interstate communication plays a most important role in humanitarian interaction,» the statement emphasizes.
The heads of state confirmed their readiness for further development of interaction in the social sphere and for bringing the cooperation of the Commonwealth countries in these matters to a brand new level. Apart from that, the document pays attention to matters of interaction in ensuring security in its various manifestations and in the prevention and mitigation of the consequences of emergencies.
The statement also pays attention to the international role of the CIS. The Commonwealth will continue facilitating the formation of a new architecture of Eurasian security on the basis of the UN Charter, international law, and the principle of equal and indivisible security for all states of the Eurasian space.
Another important avenue and fundamental task of interaction between the CIS countries is the preservation of the historical memory of the Victory of the peoples of the Commonwealth in the Great Patriotic War of 1941-1945.
During the summit the heads of state also passed a statement on preserving historical memory. It is intended to unite the Commonwealth countries around a common understanding of the significance of historical memory and of the need to preserve it as well as around the importance of preventing the distortion and revision of key historical events, primarily those related to the Great Patriotic War. Apart from that, the document provides for advancing cooperation in the field of history, culture, education, and archive keeping.
