The draft resolution provides for the approval of regulations concerning the procedure for preparing and issuing opinions on the presence (or absence) of an explored mineral deposit (or part thereof) within the boundaries of the requested land plot; and also the placement, development, reclamation, and registration of on-farm quarries.

Additionally, the draft provides for the approval of regulations concerning the development and approval of project documentation for subsurface use related to the extraction of minerals on surface water bodies (watercourses) not classified as inland waterways; and the conduct of state expert review of geological information, the requirements for the conclusion of such expert review and the procedure for its approval.
