Krutoi about Mogilev Oblast industry: Municipal enterprises demonstrate growth

21.10.2026 | 13:00

In January-September 2026 industrial enterprises under municipal ownership in Mogilev Oblast showed growth. Head of the Belarus President Administration Dmitry Krutoi made the statement during a conference in Osipovichi, BelTA has learned.

The conference on the operation of individual industrial enterprises of the region took place at premises of OAO Osipovichi Automobile Units Plant, which is part of the holding company BelavtoMAZ. The head of the Belarus President Administration noted that such meetings have become traditional. They allow discussing the current state of affairs and outlining plans for the future.

In particular, one of the first aspects he drew attention to was the need to improve the performance of Mogilev Oblast industrial enterprises that are subordinate to the central government. «In the municipal industry segment the oblast continues maintaining high growth rates of around 108%, but the picture over there is mixed as well. On the whole, however, it is positive dynamics, and its value corresponds to the approved parameters of the business plan, which the oblast executive committee oversees. It is what falls within the oblast’s area of responsibility,» Dmitry Krutoi said.

Private companies in the region also show decent results. «The growth rate totaled 101.7% across the entire private industrial sector of Mogilev Oblast. There are problem enterprises there as well, which we work with individually, but on the whole, the dynamics are also acceptable,» he noted.

However, questions arise regarding the performance of enterprises subordinate to the central government. «Over nine months they achieved a growth rate of 93% and thereby influenced the overall indicator of industrial output development, which stands at slightly more than 96%, given their 45% share in the region’s industry,» Dmitry Krutoi said. «Dynamics below 100% are unacceptable, as is the failure to meet the business plan parameters that the enterprises have set themselves. Today we will once again try to understand the reasons and work out measures that can be taken at the level of the government, perhaps at the level of the Finance Ministry and industry-specific agencies, in order to try to reach by the end of the year the assurances that were given after Q1 2026 and H1 2026.»

After the conference Director General of OAO Belshina Andrei Soiko said that the enterprise is increasing its output compared with the second quarter and with last year. «We plan to maintain this trend further, including in the fourth quarter,» he noted.

New products and work with foreign markets help accomplish the assigned tasks. «This year we have about 29 new tire sizes, mainly passenger car tires, and in parallel we make new tires for our colleagues from the Industry Ministry, the tractor works, and Gomel Chemical Plant,» Andrei Soiko said. «We work with foreign markets and work hard on export. First of all, it is the Russian market as well as faraway countries. For example, we have doubled sales volumes to faraway countries this year and increased sales to the CIS countries by 1.5 times. Serious work is also underway on the domestic market, and all of it allows us to increase volumes.»

In addition to discussing matters of development of individual industrial enterprises of the oblast, Dmitry Krutoi got familiar with the operation of ZAO Osipovichi Transport Engineering Plant. It makes railcars, tank cars, flatcars, and containers. The main target market is the Russian Federation.

After that the head of the Belarus President Administration got familiar with the progress of a major investment project at OAO Osipovichi Automobile Units Plant. The enterprise’s head Konstantin Chernetsky said that the production of precision aluminum castings is being modernized over there. «It will allow making aluminum with high precision, will ensure higher labor productivity, and will open up new markets. Besides all that, it also means the creation of new innovative products,» he noted.

The project is divided into three stages. «During the first stage the equipment has been purchased and installation work is in progress. During the second stage we selected suppliers, the people are working and preparing equipment for us. We have to launch it by the end of 2027,» Konstantin Chernetsky recounted. «The third stage is the innovative one. We are carrying out procedures to select equipment suppliers. We plan to complete this investment project at the end of 2027 and reach full output capacity in 2028.»
