The conference’s theme is based on the concept of transforming and relaunching the Eurasian Economic Union, which Belarusian President Aleksandr Lukashenko presented at the 4th Eurasian Economic Forum in Minsk in June 2025. «This concept envisages development and fundamental progress in various areas of interaction within the union. One of the vectors of this interaction is foreign trade. Foreign trade is impossible without customs. That is why we took the basis of this concept, applied it to customs matters and will be discussing it,» Vladimir Orlovsky explained.

According to the chairman of the State Customs Committee, the customs legislation of the Eurasian Economic Union is currently the most well-regulated, and its foundational document is the EAEU Customs Code. At the same time, foreign trade and the international situation are changing rapidly, which requires prompt adaptation of the legal framework to modern realities.

The first targeted adjustment of the code has already taken place and concerned the regulation of electronic commerce. At present, the next comprehensive package of amendments, previously approved by all member states, is at the stage of domestic coordination. It includes provisions on strengthening the fight against illegal transit, the broader introduction of electronic navigation seals, and the simplification of procedures for the import of containers used for transporting goods.

«Today at the conference we are discussing a new, third package of amendments, which is only being shaped. We are collecting and analyzing proposals from customs services and the business community for subsequent submission to the Eurasian Economic Commission. Today the main discussion will be devoted to amendments to customs legislation,» Vladimir Orlovsky added.

In addition to representatives of the Eurasian Economic Commission and the Court of the EAEU, the conference is attended by the customs authorities of the five countries, business and academic circles.
