In particular, an action plan for the implementation of the strategy on ensuring transport security in the territories of the CIS member states in the course of international transport for 2026-2030 was approved. The document provides for a set of measures to implement in practice the agreed approaches to regulation in transport security. The CIS Economic Council also approved a draft action plan for the implementation of the concept on harmonizing the national air traffic management systems of the CIS member states. The document’s implementation is expected to improve the safety, regularity, and cost effectiveness of civil aviation flights as well as the quality of air traffic services.
One of the decisions of the session was to assign the status of a technological platform to the digital platform Business Development Platform under the interstate program for innovation cooperation of the CIS member states up to 2030 in the Innovation Entrepreneurship Development Platform direction. The platform is designed to foster long-term interaction among development institutions, technoparks, universities, and government agencies, providing a link between science, education, and the real sector of the economy.
Apart from that, the CIS Economic Council assigned the status of basic organizations to four institutions of the Commonwealth states. In transfusion medicine, Belarus’ Republican Applied Science Center for Transfusion and Medical Biotechnologies received this status. In the field of continued vocational training for healthcare specialists, the Russian Medical Academy of Continuous Professional Education of the Ministry of Health of Russia was designated as the basic organization. The status of a basic organization in medical rehabilitation and resort treatment was assigned to the National Medical Research Center for Rehabilitation and Balneology of the Ministry of Health of Russia. In methodological, organizational, and technical support for digital development of society, the Uzbek Center for Scientific, Technical and Marketing Research (UNICON. UZ) received this status.
The session also reviewed draft concepts for the development of cooperation among the CIS countries in the production of advanced materials for high-tech industries and an action plan for its implementation. The documents are aimed at building interstate scientific, technical, and industrial cooperation, transferring technologies and research results into the real sector of the economy, developing the regulatory and technical framework, and training personnel.
Members of the CIS Economic Council reviewed draft concepts for the digital transformation of sectors of the CIS timber industry complex and the corresponding action plan. The exchange of experience in creating information infrastructure and digital platforms in the timber industry is expected to grow.
A draft comprehensive action plan for 2026-2030 to implement the interstate program for innovation cooperation of the CIS member states up to 2030 was also considered. It includes concrete initiatives and projects specifying responsible executors and implementation deadlines, and focuses on developing human capital, enhancing economic competitiveness, and achieving balanced spatial development.
Among the documents considered was a draft of the main guidelines on the development of radio navigation of the CIS member states up to 2030, which provides for improving radio navigation services based on modern technologies and a coordinated technical policy. Participants in the session also considered a draft set of joint actions for the prevention and control of brucellosis up to 2032. Its implementation is supposed to prevent the introduction and spread of the disease and minimize the associated economic damage.
Special attention was paid to mutual trade. Council members were presented with information on existing obstacles in mutual trade among the CIS member states and recommendations for their elimination. The materials were prepared taking into account information from the countries on applied protective, anti-dumping, and compensatory measures, restrictions, bans, licensing, and quota arrangements for goods as well as the results of the relevant working group’s work.
The session reviewed reports on the performance of the Interstate Council for Standardization, Metrology and Certification for 2023-2026 and the Intergovernmental Council on the CIS Agro-Industrial Complex for 2023-2025. It was noted that corresponding government agencies fulfill their assigned tasks, including the development of cooperation in technical regulation, standardization, metrology, agribusiness, and food security.
Out of the documents considered at the 111th session of the CIS Economic Council, 12 will subsequently be submitted to the CIS Council of Heads of Government. The next session of the CIS Economic Council is scheduled to take place in Moscow on 27 November 2026.
