Up to the beginning of this year, the Belarusian transport system finished realisation of the two state programs: «Transport System» and «Roads of Belarus». The conditions for the transport workers to solve the strategic development tasks were challenging — there were the EU entrance prohibition, goods export restrictions (on potassium, oil products, timber) and blocking of the financial transactions. However, these hardships have not slowed the development of the sphere; they became the growth points somehow as well. In a short period of time, the transport sphere has undergone the large-scale restructuring, which increased its potential significantly. As a result, the stable growth of passenger traffic was recorded, and the growth of the gross value added on transport functioning amounted to 102.9 %, with the share of this indicator in the total volume of the country’s GDP being 5.2%. Exports of transport services also increased.
Traffic flows went east
The international road transportations and logistics underwent the largest and the fastest transformation. The main adaptation measures for working under new conditions were the reorientation of the logistic flows on the east and south directions, the extension of transit through the ports of the Russian Federation, and the usage of the alternative schemes of payment.
The Ministry of Transport pointed out that the optimal logistic schemes for uninterrupted export of Belarusian goods are created today. At the same time, the infrastructures of the friendly countries are actively used. The cooperation with the Chinese partners continues in a dynamic way. The partnership with Iran in the transport sphere continued with the implementation of the large project — the first container train has been sent there through the transit corridor «North-South».
The logistic schemes of organisation of cargo delivery in the distant countries with emerging markets are inventing today.
From Georgia to Mongolia
International road carriers reoriented their routes to the east and south directions as well. The area of routes of the Belarusian road carriers today includes China, Kazakhstan, Iran, Oman, Pakistan and Saudi Arabia. In 2025, they accessed 169.3 thousand permissions on international cargo transportations and 3.3 thousand on passenger transportations on the territories of foreign states. Georgia, Kazakhstan, China, Mongolia and Turkey provided the additional permissions as well.
Time, Forward!
Another driver of growth is a digitalising of international road transportations. In particular, Belarus together with the member countries of the multilateral ECMT quota system transferred to digital permissions from January 1st, 2026. Moreover, it is planned to transfer to electronic permissions on international road carriages with China from the 1st of January of the next year. Within the framework of the Union State the draft Action Plan for the Implementation of the International Consignment Note «CMR» in the Form of an Electronic Document was developed.
By air and by land
The Belavia national air carrier performs regular flights to the 23 airports of the 12 foreign states. Last year, this airline put into service long-range aircrafts Airbus A330-200, which helped to open new directions and expand the geography of flights.
The intensity of flights through the Belarusian air space increases as well — the air navigation service is provided to 159 airlines from the 39 world states. Airlines of Egypt, Kazakhstan, China and Turkey increased the frequency of flights through the territory of our republic.
Growth drivers
As the minister of transport Aliaksej Liakhnovich mentioned, 2026 is a start year of the next five-year plan and it is essential for tasks performance for the whole period.
«The key role in development of the transport system is given to implementation of the initiatives on expanding the international cooperation, diversification of the route network and increasing the infrastructure quality. The main growth drivers will be the strengthening of partnership in the transport sphere with the Russian Federation, China and the EAEU, the access to new markets of Asia, Africa and Latin America, the expanding of multimodal transportations, the increase in number of the container and intermodal routes,» the minister highlighted.
One of the main tasks in the sphere of the passenger road transportations is the work on the creating the unified state information system of the ticket selling: the related draft of the decree of the Head of State is prepared. The creation of such system will help the passengers to obtain the relevant information about bus schedule of all the carriers, to choose the best rout of the trip, to book seats in advance, to purchase tickets online.
Quality reforming of the sphere
Today, the project of high-speed railway passenger service between Minsk and the National Airport is implemented in Minsk — the building of the railway spur on the territory Stsepianka—Haradzishcha has already started. The experts noted that its commissioning will allow to increase the carrying capacity of the Minsk rail junction, to improve the speed of the train traffic with the satellite town Smaliavichy and Zhodzina and Barysaw towns.
In 2026-2030, it is planned to repair not less than 25 thousand kilometres of the republican and local automobile roads. The special social priority is full availability of the improved roads on the shortest routes from the regional centres to agrotowns before the end of the year.
At the same time, the reorganising of the passenger traffic system will be carried out. It means the creation of the comfortable and fast connection on the main transport links: not less than 80 % of the routes «Minsk — satellite town» should take up to 30 minutes, and for 60 % of the routes within the 100-kilometre radius from the regional centres the road time should take up to 90 minutes.
