State program effectiveness assessment system undergoing revision in Belarus

Belarus is revising the system for assessing the effectiveness of state programs, Chairman of the Belarusian State Control Committee Vasily Gerasimov said during a joint sitting of the two houses of the Belarusian Parliament when asked by MP Igor Shaludin about the need to ensure a comprehensive, integrated, and high-quality assessment of state programs in the current five-year plan, BelTA has learned.



Vasily Gerasimov pointed out that the criteria for assessing effectiveness should not be the volume of funds disbursed, but rather the achievement of established parameters and indicators. Therefore, the government is also currently working on this issue.

«Money is just a means. The main thing is achieving the parameters and indicators for which the state program was designed, and what we must achieve as a result,» he said. 

«We will develop these criteria. Furthermore, all state programs must be sufficiently digitized to prevent a subjective approach in their assessment,» Vasily Gerasimov said, pointing out the importance of ongoing monitoring of the progress in the state programs to correct the situation if necessary.
